A balcony bird job is three surfaces, not one. Pigeons use the railing to perch, the sill or chajja above it to shelter, and the top of the AC outdoor unit to nest. Treat only the railing and within a week they are on the sill eighteen inches higher, and nothing has been solved.
This is the single reason most balcony installs are judged a failure. The product worked exactly as intended on the surface it was fitted to. The scope was wrong.
Walk the balcony before you order
Stand in it and look for every flat edge above knee height — railing top, sill, chajja underside lip, AC unit, grill cross-members, even the top of a storage cupboard. Those are the surfaces. Measure all of them.
A typical two-bedroom flat balcony in a Delhi society:

Forty-three running feet is roughly two 20 ft combo packs. Note how the chajja — the surface most people forget — is more than half the quantity, because it is wide enough to need two rows.

In most societies, spikes are treated as a private fixture and need no permission — they are barely visible from the ground. Netting is different: it changes how the building face looks, and committees notice.
If you are netting, two things make approval far easier. First, ask before you fit, not after. Second, propose a single specification for the whole face rather than flat by flat, because a mixed elevation is exactly what committees refuse. Several societies have gone from refusal to standardising on one spec once it was framed that way.
Give it two to three weeks
A pair that has nested on your balcony for years will keep coming back to check. That is normal and does not mean it failed. Removing the spikes early is the one thing that guarantees they return.
