Sills are short runs but there are a lot of them, and they are narrow enough that the wrong product simply overhangs the edge. Here is how to measure a whole flat and fit it in an afternoon.

A window sill is the narrowest surface birds routinely use, and that narrowness is the whole problem. A wide-base pigeon spike strip fitted to a three-inch sill hangs over the edge, looks wrong from the street and gives the adhesive less than half the contact area it needs. The strip comes loose within a season.
The second difference is quantity shape. A balcony is one long run. A flat is eight short runs in different rooms, on different elevations, some reachable and some not. Ordering "a strip" solves one window and leaves seven.
Count them all before ordering
Walk every room and count the sills, including the ones behind the AC unit and in the stairwell. Birds relocate to the nearest untreated sill within days, and a second order costs you shipping twice.

Do not lean out of upper-floor windows
If a sill cannot be reached safely from inside, it is a job for someone with proper access. No sill is worth a fall from the fourth floor.
