
A cornice is not a ledge. It is a corner — a horizontal surface with a wall behind it and usually an overhang above — and that combination makes it the best nesting site on most buildings. It also means the spikes go somewhere different from where people normally put them.

On a facade, the cornice is usually the deepest projecting band and the one closest to the roof, which means it is sheltered from rain by the overhang above it. Deep, dry, with a wall at your back and a view out — that is a nest site, not a perch.
The same geometry appears indoors and under structures: where a beam meets a ceiling, where a soffit meets a wall, under a canopy, in a porch. The material changes; the corner does not.

On a plain ledge or a parapet you set the row toward the outer edge, because that is where birds land.
On a cornice they do not stay at the outer edge. They land there and walk back into the corner, because the corner is the sheltered part — and that is where the nest goes. A row fitted only along the outer edge leaves the good bit open, and birds simply step over it and settle behind.
On a deep cornice you want a row hard against the wall junction, and a second toward the outer edge if it is over roughly 200 mm.

A nesting cornice is a different problem from a perching one. It brings material, mites, a pair that returns for years, and it seeds the rest of the building. It is worth treating as urgent even when the droppings look no worse than elsewhere.
Usually the right product here, because a cornice is typically the widest band on the facade and pigeons are the usual occupant. Wider coverage per row means fewer rows on a deep cornice.
