
A roof is too big to protect completely, and it does not need to be. Birds use a predictable handful of surfaces on it — the parapet, the tank, the panel frames, the tops of pipes. Cover those and the roof stops being a roost. Cover the wrong ones and you have spent money on nothing.

Rooftops attract birds for a different reason than balconies do. A balcony is chosen for shelter. A roof is chosen for height and sightline — it is the highest perch on the building, with a clear view and nothing above. Pigeons use it to roost and survey rather than to nest, and they nest in the sheltered bits: behind the tank, inside the lift machine room, under the solar frame.
That difference changes the strategy. On a balcony you protect a small area completely. On a roof you cannot, so you protect the perching edges and remove the sheltered nesting pockets.
Droppings on the roof end up in two places you care about
Birds roost on the rim and lid of the overhead water tank because it is the highest flat surface up there. Droppings sit on the lid, and every time the lid is lifted or rain washes across it, some of that goes where you do not want it. The same rain carries roof droppings into the drain outlets, where nesting debris is already the commonest cause of a blocked terrace drain in the monsoon.
If you protect one thing on a roof, protect the tank rim and keep the lid seated. It is a small quantity of spike for the largest single benefit on the whole roof.

The last row is the useful one. People expect to have to cover the whole roof. Birds rarely settle in the middle of an open slab — they want an edge, a rim or a shelter. The quantity needed is far smaller than the roof area suggests.
Where a roof has a solar array, the gap between the panels and the roof surface becomes the best nesting site on the building: shaded, covered, warm, and completely undisturbed. Two consequences follow.

Clustered droppings mean a perch. Scattered droppings mean a flight path. Piles with twigs mean a nest. This ten-minute walk determines the quantity you actually need.
Eggs or chicks: leave them
Most wild birds in India are protected under the Wildlife Protection Act, 1972. Wait until the young have fledged — typically four to six weeks from hatching — then clear and protect the site straight away, before the pair returns.
Before anything else, clear nesting debris out of the terrace drain outlets. A blocked outlet in the first heavy rain does more damage than the birds will.
Water tank rim, then the parapet run, then the sheltered nesting pockets, then the individual perches. Budget usually runs out before the roof does, so order matters.
Behind the tank, under the stair head, inside the mumty. These are what turn a roosting problem into a breeding population.

The gap under an array is prime nesting habitat. The fix is perimeter exclusion around the array rather than anything fitted to the panels. Droppings on the glass also reduce output, so it is worth doing early.
