On a finished building, most of what you pay for bird control above ground level is access — the cradle, the tower, the rope team, the society approvals, the resident notices. The material is the small part.

During construction, all of that already exists. The scaffolding is up, the site has access equipment, and there is no committee to persuade. Fitting parapet runs, sill details and shaft netting at that point is close to marginal cost.

It also avoids the thing that actually happens otherwise: a new Pune tower is handed over clean, pigeons colonise the parapets and shafts within the first two seasons, and the society then pays full retrofit price for work that could have been done for a fraction before handover.

If you are a builder, a project manager or a facilities team taking over a new building, this is the single most useful thing on this page.

The surfaces worth including at that stage are the ones that are expensive to reach later: parapets, roof edges, service shaft openings, facade bands and podium canopies. Balconies can be retrofitted more easily, so they are a lower priority at that stage.

Pune's monsoon is long rather than merely heavy, which is what narrows the window. The practical consequence for a society: decide in the monsoon, fit in October. Decide in August and the good fitters are already booked.

Can I fit it myself on my flat?

Spikes on a reachable sill, railing or AC unit, yes. Netting a balcony is worth having done — tension is what makes a net work, and a slack net is worse than none.
